Brief Project Progress

Entire private land (48.87 ha.) required for project construction stands acquired and the required

Forest land (123.22 ha.) stands diverted. The process of tree cutting has been completed except for

trees falling under reservoir area.

Generation License has been issued by GoN whereas the Transmission License for 400 kV

Transmission Line is yet to be issued.

A 46 Km long, 33 kV Transmission Line (TL) is to be used during construction stage as source of

construction power to project sites which shall thereafter, be handed over free of cost to Nepal

Electricity Authority (NEA) for rural electrification. Private land acquisition of for 33 kV TL is under

process. Construction license for 33 kV TL has been issued by DoED, GoN and the work for

construction of 33 kV TL has also been awarded. The agency has completed the check survey

whereas its design and drawings are under approval with NEA, GoN.

Approach roads to various project sites completed except Adit-3 and surge shaft top. Out of two no.

bailey bridges, one no. (over Khoktak Khola) has been completed and another (over Num Khola) is

under restoration. Also, erection of one no. steel bridge over Khaguwa Khola is under progress.

All major works of the Project (Generation Component) stands awarded comprising of two Civil

Packages i.e. Package C-1 (Dam Works) awarded in Sept., 17 & Package C-2 (Power House Works)

awarded in March, 18 along with Hydro-mechanical Package (Package C-3) and Electro-mechanical

Package (Package C-4) which stands awarded in April, 2018.

The contractor of Dam Works i.e. M/s Jai Prakash Associates Ltd. has mobilized on site and has

started the works of excavation of Adit-1 (199 m completed) along with excavation of Diversion

Tunnel (DT) from outlet side (12 m completed). Preparation for portal development for start of DT

excavation from the inlet side is also in progress. The stripping work of dam abutments on both the

banks of Arun river is also in progress. The construction of explosive magazine, Army barracks etc.

have been completed near Dam site and the army personnel have shifted there for round the clock

blasting operations. Construction of explosive magazine and detonator room for Power House works

have also been completed and the construction of barracks etc. is in progress. C/o SAPDC’s

temporary accommodation at Dam site is completed, whereas permanent accommodation is under

construction.

The contractor of Power House Works i.e. M/s Patel Engg. is under mobilization and has started the

work of Adit-2 excavation on site (4.5 m completed). The development of approach road to access

Adit-3 location is under progress. The approach road to Power house site i.e. Diding has been

completed and the work of excavation of Main Access Tunnel to Power House crown has been

started along with the excavation of Adit-4. The approach to reach top of Surge Shaft is also under

progress. C/o SAPDC’s temporary accommodation has been completed on Power House right bank.

Regarding EM Works (Package C-4), kick off Meeting with BHEL held on 21.11.18 and 22.11.18,

presently, model testing work is under progress. Power system studies has been carried out by M/s

PRDC, Bengaluru and the final report has been submitted. Work of Grounding system study also

awarded and site visit by the agency is expected in Dec., 18.

SBI has in-principle sanctioned INR 4100 Cr term loan to SAPDC subject to some observations/

Approvals/ Clarifications from GoN which are being sought from Nepal Rashtriya Bank and Ministry

of Finance, GoN through IBN. Further, SAPDC has requested IBN to extend the date of financial

closure up to 31.03.2019 as the transmission line license is still pending with GoN.

PIB has recommended for investment approval of 400 kV TL during meeting held on 17.10.18 and

CCEA note has been sent to MoP, GoI for further processing and approval.

Tender documents for 400 kV TL is under finalization, interconnection of Arun-3 line at Dhalkebar

sub-station agreed by NEA. Preparation of RAP for 400 kV TL in also progress.
